User cannot start amendment request (L1)

Symptom:

'I have requested for an amendment on this award but the status doesn’t change to amendment requested'

Diagnosis:

Go to the award record and check if the Lead Implementing Office Point person and Funding Office point person fields are populated.

Cause:

Amendment request won't start if any of the above two fields are empty.

Resolution:

User should edit the award record and populate the two point persons field and start the workflow again.
