Symptom:
Users are unable to request an amendment to an active award. The workflow history logs that the amendment was requested, but it does not change the award status.
Cause:
This occurs when either the lead implementing office point person or funding office point person field is left blank.
Resolution:
Users must ensure that both lead implementing and funding office point person fields are populated before starting the amendment request.
