Funding and Implementing Office Business Rules
This page documents the business rules/ logic that has been applied to specific Funding and Implementing Offices in AMS:
Funding Offices:
Funding Office | Special rules | Why? |
Pooled funds - humanitarian | Only users with office permissions can create awards with this office | This office is linked to the Humanitarian Fund which is managed by only selected people within the Centre Awards team. To prevent cases of users creating awards with this Funding Office without approval from the Centre Humanitarian Awards team, permission restrictions were created |
Pooled funds – non-humanitarian | Funding office captured on Pooled Funds only. This is not shown in the UI on Pooled Funds or in the list of Member offices. This office is only visible in the UI on the Awards list view under the funding office column where Pooled Funds are listed. |

SCI Directly Received | Only offices that are part of Save the Children International can be selected as lead and other implementing office when SCI Directly Received is the funding office.
Only exception is where a non-SCI office has a special funding relationship configured with an office that is part of SCI (relationship configured = SCI office can act as the Lead implementing office and non-SCI office can act as the ‘other implementing office) .In this case that specific non-SCI office can be available for selection as an other implementing office when the SCI office that they have a relationship with is selected as the lead implementing office on an award where SCI Directly Received is the Funding Office | We needed to have a funding office to use when funding was being received directly by SCI and not through a Member
In exceptional circumstances, there are times where funds received directly by an SCI office need to be passed on to a National Office. Historically this has been dealt with through Partner Agreements being issued (to pass funds on from SCI to a Member added to the system as a Partner), however, as National Offices use Agresso and require a SOF to be created in AMS to post costs against, Partner Agreements do not suffice.

Implementing Offices:
Implementing office | Special rules | Why |
National Offices | When a National Office is selected as a lead implementing office, there cannot be an other implementing office selected on the award.
When a National Office is selected as a lead implementing office on an award, the Risk Review functionality is available to use for high and critical risk awards | National Offices are separate legal entities to SCI and Members and in the future may have their own Agresso clients rather than be included in SCI’s Agresso client which is currently the case. This business rule was implemented to future proof for this move to separate Agresso clients.
The risk review functionality was created to allow National Offices to still utilise SCI Risk Technical Experts at the Regional Offices and the Centre (who are no longer included in the National Office Scheme of Delegation as they are separate Legal entities that do not report to or require approval from SCI) |
Member- managed implementing offices | When member-managed implementing offices are selected as a lead implementing office on an award, only member- managed implementing offices can be selected as other implementing offices on the award. | Awards where the Lead implementing office is not SCI do not go into SCI Agresso, so if SCI was selected as an other implementing office on one of these awards, that office would not be able to post costs in Agresso.
This is not impacted the other way around (where the lead implementing office is SCI and the other implementing office is member-led. These awards go into SCI Agresso so can be set up in AMS in this way |
