User wants to close/archive an active award

Symptom:

User wants to close or archive an active award

Cause:

Awards cannot be archived once it becomes active. Also Active awards cannot be closed if the end date (or amended end date) is in future.

Resolution:

Users must run an amendment workflow in order to amend the end date to a date in the past. The full amendment cycle has to be completed (including fund summary amendment workflow). Once the end date is amended, the award status will change to pre-close out. Users will then be able to start the close out workflow.
