Award Lead and Partner Agreement SMT Approver Permissions

If we get a request to give Award Lead approver permissions, or Partner Agreement SMT approver permissions, the L1 team needs to follow the below steps:

1- Request evidence that the user to be added as an Award Lead Approver or Partner Agreement SMT Approver is part of their office's Senior Management or Leadership team SMT/SLT. This would usually be a confirmation from the Country Director. 

2- If the user is not part of SMT/SLT, L1 should advise the reporter that those permissions can only be granted to users that are part of the SMT/SLT groups of their offices. 

2- Once the evidence is obtained, assign to L2.
