Partner Agreement Authorization

Symptom:

User contacts us and say that they  run a partner agreement approval and it goes to the CD 

Cause:

 There is no partner agreement authoriser by default or it depend on the  Scheme of delegation.

Solution:

Tell user that the approval task will go directly to the CD if the partner agreement authoriser is blank from the contacts page and also if the threshold is higher that what given to the partner authorize
