Budget uploader on amendment form

Symptom:

User is trying to amend budget during an amendment but cannot find the uploader button only the link to add lines manually

Cause:

There is no budget loader on amendments for users. It was removed several years ago because 'it was being abused'.

Since user cannot change the activated budget line descriptions and codes, but only add new lines in an amendment, users were zeroing out all the current budget lines and uploading a set of new ones. This behaviour causes considerable difficulties for Agresso - although there may be times when this has to be done.

Solution:

The user will have to make the required changes one by one through the user interface.
