Change the funding office reference (L1)

Symptom:

Member reference is wrong.

Cause:

Typo or it was not available to the user before the field was locked.

Solution:

This can  be changed by the funding office for the award until the agreement workflow is approved  by editing the award and via amendment after it is active.
